For many applications opto-mechanics are not desirable.  For example, mechanically controlled mirrors or lenses are prone to vibration, lack flexibility (it is hard to make non-linear screws or gimbals), and may be large and or power consumptive. Electro-Optics have the potential to provide
a non-mechanical replacement for mechanics.  In electro-optics the
index of refraction may be voltage controlled.  This frequently
manifests itself as a voltage tunable birefringence, as shown
in the figure below.

Background:
OPD = Optical Phase Delay
The Problem is that for typical EO materials the voltage tunable OPD is typically less than a few microns, hardly a viable replacement for mechanics.
